Currently he is assistant professor at the Department of Social, Political and Territorial Sciences of the University of Aveiro, lecturing courses in the areas of Urban and Regional Planning (in the field of quantitative methods and techniques to support decision making).

PhD in Social Sciences by the University of Aveiro, he did a MsC in Innovation and Regional Development Policies, and his graduation studies in Urban and Regional Planning by the same university. 

In 1999, he joined the research group CEIDET- Centre for Studies in Innovation and Territorial and Industrial Dynamics. Currently he is member of the research group on Planning and Innovation (GETIN_UA); and of the Research Unit in Governance, Competitiveness and Public Policies (GOVCOPP).

He has been developing research in the fields of strategic spatial planning, spatial competitiveness analysis, studies related to higher education and economic models for regional development. 

His current area of interest is the development of tools and methodologies to support the decision in public policy. The application of these methodologies covers various issues (housing, demographics, mobility, planning, equipment and infrastructure, employment etc.) and various territorial levels (local to national scale).

He is currently Diretor of the e-Planning PhD Program and coordinator of the Research Group of Systems for Decision Support - GOVCOPP.
